PEOPLE & EMERGENCY RESPONSE:

According to Emergency Network Los Angeles, monetary donations to Salvation Army and American Red Cross are "the fastest, most flexible and most effective method of donating. Organizations on the ground know what items and quantities are needed, often buy in bulk with discounts and, if possible, purchase through businesses local to the disaster, which supports economic recovery." It's also been stated that an overwhelming amount of physical supplies have been donated and they don't have the means to properly circulate them, so donating money is indeed the best way to help.

Monetary donations to LA Animal Services are "the best way to help animals in times of an emergency as it ensures we will be able to access necessary resources to provide support." Their partners are many of the recognized organizations you likely know of like the ASPCA and Best Friends.
